Scarce resources and command economies

In the mixed economy of the UK most healthcare is allocated in a command economy framework, by the government.  This means that the users do not always have a clear idea of the cost of the service they are receiving, and therefore the opportunity cost to others of them receiving it.  This can lead to considerable levels of wasted resources, and so a loss of output in other areas.  This article from The Daily Telegraph suggests a radical solution and should be something which all economists give careful consideration to, even if only to dismiss it:
